Actually, what I did was brush on a few different shades of blue water color, blended the edges with water, and threw salt on it. With the darker blues, it turns out like ice, but lighter blues look like water.

(Btw what kind of surface is the white? I can't tell if it's a smooth, slippery surface or a bumpy watercolour paper surface... but I'm interested to know how you got the 'water' parts looking like that and I'm thinking it had something to do with the paper.)
The salt sucks up the color in the area, leaving only a little on the paper. The paper is watercolor paper, but I can't remember if it's hot-pressed or cold-pressed. I'm pretty sure it's hot-pressed, though, as hot-pressed is much smoother.
